  • Overview

    The Head of Construction & Commissioning HSE is responsible for the planning, management of project Health, Safety and Environmental regulations and procedures applicable on construction sites, prefabrication areas and module yards comprising the professional support of the project, site, construction and commissioning management regarding all construction and commissioning related HSE topics. The main objective is to be the home office conduit for all construction projects both in the proposal and execution phases of a construction project; this individual will plan, organize and control construction projects so that they are executed in a safe, healthy and environmentally friendly manner, within pre-established budget and schedule parameters.


    The Head of Construction & Commissioning HSE shall be responsible for, but not limited to, the following:

    • Hire, train, develop and appraisal staff effectively. Take corrective actions as necessary on a timely basis and in accordance with company policy. Consult with company Human Resources as appropriate.
    • Prepare Construction and Commissioning HSE Concepts
    • Contribute to the establishment of the construction site organization regarding HSE.
    • Contribute to the execution of pre-inquiries by preparing relevant HSE documentation and clarification of related queries.
    • Conduct pre-qualifications of potential sub-contractors with regard to HSE
    • Contribute to the execution of the construction risk management process, especially by identifying and assessing construction and commissioning HSE related risks and defining necessary mitigating actions
    • Contribute to the estimation of construction costs, especially considering construction and commissioning HSE Engineering, site HSE supervision and sub-contracting costs.
    • Ensure the development of and regularly updating training and education concepts and materials.
    • Train and familiarize Site Managers, Construction Managers, Commissioning Managers, Site Superintendents, Site Supervisors and Site HSE Managers in Site HSE management.
    • Encourage and execute the information exchange with other Linde Engineering entities regarding construction and commissioning HSE.
    • Evaluate and record the HSE statistics for construction sites within Global Construction and develop suggestions for required preventive measures.
    • Coordinate functionally with the HSE Managers of Construction and Commissioning, the Site HSE Managers, and the HSE Director of product lines/services as well as the lead HSE Managers at LE Sites.
    • Coordinate, plan and conduct HSE internal audits for LE sites as well as partners and contractors managed by LE.
    • Ensure the follow up and completion of findings in regards to HSE at sites.
    • Maintain, monitor, evaluate and develop the HSE Management within the scope of the IMS system, according to the requirements of the QHSE policy, strategy and targets in cooperation with HSE and the respective responsible Reference Process Manager.
    • Prepare project specific HSE programs and procedures for construction contracts
    • Brief site managers on the project specific HSE requirements and regulations
    • Prepare documentation of the construction site risk assessment
    • Participate in the investigation of significant site incidents (Major Incidents as well as incident with high potential for damage and repetition respectively.
    • Check and approve sub-contractors HSE plans and procedures before start of work
    • Conduct pre-qualification record reviews of potential sub-contractors with regard to HSE
    • Contribute to the mechanical completion engineering process in order to ensure the consistency of the site HSE management system throughout the whole project, i.e. the clarification of the procedures for handover from construction to commissioning and to the customer
    • Contribute to other construction engineering processes such as pressure test circuit engineering, lifting studies, construction and electrical concepts in order to ensure safe planning and execution of related site activities.
    • Participate in contract negotiations and the decision making to award sub-contractors.
    • Performs other bidding, contracting, estimating, planning and construction management responsibilities associated with this position as may be appropriate.
    • Organize the execution of the general HSE site induction training.
    • Support the Global Construction Management in the preparation and execution of internal and external audits.
    • Learn and abide by the Linde Code of Ethics and Code of Conduct. Demonstrate honesty, integrity, and professionalism in all communications, actions and decisions.


    • Bachelor’s Degree in Safety, Environmental, or other related science degree, Masters or MBA preferred.
    • 10 years of project / construction management experience in the global oil / gas, petrochemical, manufacturing or power industries.
    • Certified Safety Professional (CSP), Occupational Health, Safety Technician (OHST) is a plus.
    • Proven record of managing EPC projects in excess of $50 million in total installed cost.
    • Knowledge of integration of engineering, procurement and construction activities.
    • Proven ability to perform in the management capacity. Excellent written and oral communication skills.
    • High level of professionalism, initiative and creativity.
    • Problem solving / lateral thinking skills.
    • Excellent time management and prioritization skills.
    • Proficient in MS Office products including Word, Excel and PowerPoint
