Overview

The Project Logistics Manager (PLM) will be nominated for the execution of large-scale projects or for handling several smaller projects depending on the size of the projects.  The PLM shall coordinate all logistics activities within a project.  The PLM is the interface between the PM/PPM and the logistics organization on all subjects relating to logistics.  The PLM is responsible for the project specific HSE compliant execution, integration and flow-back of lessons learned related to the HSE aspects and tasks defined for the project logistics department or service area.  The PLM will be accountable for the overall project logistics scope required for the project, coordinate with the relevant functional departments and supervise Project Logistics Team, if required.

Responsibilities

The Project Logistics Manager shall be responsible for, but not limited to, the following:

  • Preparation and organization of the project setup, including the management and monitoring of the project specific logistics activities within the project.
  • Prepare project specific logistics strategy as an integrated part of the project procurement strategy.
  • Prepare a project logistics schedule in cooperation with the Project Controls-Scheduling department for executing all details of the logistics services.
  • Prepare project specific procedures and specifications e.g. packing & marking instruction, ready for shipment instruction, logistics inquiry, order template.
  • Establish a project specific logistics service provider list considering financial project requirements and service provider experience to create global project tenders.
  • Execute vendor pre-qualification, if required.
  • Conduct competitive bidding, negotiate rates and discounts for logistics project frame agreements.
  • Execute final bid evaluation and price comparison of project specific transports, according to approved matrix.
  • Control and supervise all logistic activities for a project.
  • Provide Project Management with a regular logistic report containing logistics status of the project.
  • Coordination of shipments with involved Expediting coordinators.
  • Review of logistics service provider invoices
  • Perform service provider rating per project, provide input to overall annual service provider rating.
  • Examination of transport and lifting sketches for oversized, heavy-lift cargoes.
  • Reporting and monitoring of engineering hours and transport budget including estimate at completion.
  • Support Sales Team for estimation of budget calculation and feasibility of project.
  • Perform onsite logistics study, to ensure equipment can be transported into the jobsite.
  • Facilitate national and international market screens to obtain the necessary knowledge of the logistics market.
  • Manage all shipping methods and deliveries to various vendor locations and jobsites.
  • Evaluate, recommend, and execute requirements pertaining to international letters of credit.
  • Maintain value analysis tools to assist estimating process.
  • Prepare logistics cost and manhour estimates for proposals.
  • Issue Logistics Service Orders and Logistics Frame Agreements for transportation services.
  • Process logistics service invoices for payment.
  • Coordinate shipments with suppliers.
  • Prepare documentation for shipping and customs clearance
  • Adhere to Trade Compliance Policies and Procedures
  • Execute transportation requirements within budgetary guidelines.
  • Evaluate vendor performance and develops vendor accordingly
  • Audit all freight charges, files claims on overages.
  • Prepare and files transport insurance claims.
  • Learns and follows the Linde Code of Business Integrity. Demonstrates honesty, integrity, and professionalism in all communications, actions and decisions.

 

Qualifications

  • BS/BA in Business, Administration, or equivalent combination of education and experience.
  • Preferred 7 - 10 years’ experience in logistics for an engineering, procurement and construction company or 10 – 15 years experience in logistics for a project cargo freight forwarder.
  • Experience with ERP business system preferred.
  • International and domestic shipping experience required.
  • Experience with permit loads, heavy haul transportation and project shipping required.
  • Ability to work well with superiors, colleagues, customers and suppliers, under tight deadlines.
  • Effective negotiation skills.
  • Effective computer skills; Microsoft Office Software, Lotus Notes, SAP, and other Company and discipline specific software applications.
  • Effective communication skills both verbally and in writing with superiors, colleagues, and individuals inside and outside the Company.
  • Effective analytical and problem-solving skills.
  • Effective organization skills including the ability to prioritize and plan work.
  • Must be detail oriented with the ability to multi-task.
